Chuck started as a “line” prosecutor, trying dozens of criminal cases in federal court. President George W. Bush nominated – and the Senate unanimously confirmed – Chuck to serve as the United States Attorney for the Eastern District of Virginia, one of the most prestigious prosecutorial posts in the nation, routinely handling our country’s most sensitive national security cases. Chuck also served as the United States Attorney for the Southern District of Texas – a district that includes a large swath of the U.S. – Mexico border. Under President Barack Obama, Chuck was appointed to run the Drug Enforcement Administration.

Chuck’s work as a federal prosecutor, at the FBI, and at the DEA gives him unique insights into these crucial federal law enforcement and intelligence agencies and a deep appreciation of the complex issues they – and we – currently face, including domestic and international terrorism, pervasive counterintelligence and cyber security threats, and the opioid crisis.

The Seemingly Incongruous Traits of Effective Leaders

Chuck Rosenberg’s Speech Topics

  • The Rule of Law

The rule of law is a construct – something made by people and nurtured by people, that can also be destroyed by people. It is not like the law of gravity – which is immutable – and it is not the same as “law and order” which is a political slogan. What are the challenges and threats to the rule of law in our country, what is the proper role of each of the three branches of government in sustaining the rule of law, and what is the appropriate relationship between a president and the Justice Department in enforcing federal criminal law? These extraordinarily important questions promote a fascinating – apolitical and non-partisan – discussion.

As always, Chuck welcomes questions from – and an active conversation with – the audience.

  • Impeachment – What Happened?

Only three US presidents have ever been impeached (one president, twice) though none have ever been convicted in the Senate and removed from office. Drawing on both historical and modern examples, Chuck talks about the fascinating history of impeachment. What mechanism did the founders construct; how does it work; what is a “high crime and misdemeanor”; what is the role, if any, for the courts in an impeachment? In a non-partisan and apolitical manner, Chuck dissects this history and entertains with his knowledge and ability to communicate complex ideas in a cogent and thoughtful manner.

  • Russia, Mueller, and the FBI

As the only person to serve on the staff of FBI Directors Bob Mueller and Jim Comey, and as a former United States Attorney handling complex and sensitive national security cases, Chuck is uniquely situated to provide a fascinating insight into the Russian “active measures” campaign to interfere in our electoral process, the techniques and strategies that prosecutors and FBI agents use to investigate multifaceted counterintelligence and criminal matters, and the implications of the investigation – and its fallout – on the FBI, the intelligence community, and our nation. In a non-partisan and apolitical manner, Chuck examines how and why the Russians succeeded and what we need to do to counter their continuing efforts.

  • The Opioid Crisis

Drawing on his experience running the DEA, and his more than two decades at the highest levels of federal law enforcement, Chuck provides a fascinating inside look at the DEA and the opioid crisis – how did this epidemic start; what continues to fuel it; where is it headed; and what can we do as a nation to address it? Chuck believes there is an important role for law enforcement in this calamity, but that addiction is primarily a public health crisis that must be addressed through education, treatment, rehabilitation, and a change in the culture of pain management.

  • The Terrorism Threat – Domestic and International

Drawing on his experience at the FBI and as a federal prosecutor (including his supervision as United States Attorney of the trial of a 9/11 conspirator for his role in those horrific attacks), Chuck provides a fascinating look at the evolution of terrorism, the US law enforcement and intelligence community response to it, the rise and growing threat of domestic terrorism, the challenges domestic terrorists (and their use of social media) present for the FBI, and the “moral equivalency gap” in federal law in our varying approach to international and domestic terrorists.

  • Leadership

Drawing on material from his acclaimed podcast The Oath, Chuck shares stories of honor and integrity, courage and valor, diligence and perseverance, humility and failure, mentors and second chances, from some of the most interesting and accomplished leaders in America. What traits do great leaders have in common; what philosophies govern their approach to community and to service; how do they respond to failure; and, what lessons can we all learn from these fascinating men and women? Chuck, who led two US Attorney’s Offices and the DEA, and who worked on the personal staff of two FBI Directors and two Attorneys General, also shares insights and lessons from his own career as a leader in the highest ranks of the Justice Department.
