Charlie “Tuna” Moore is a proven strategic leader, innovator, and communicator. He is a highly decorated retired Lieutenant General of the United States Air Force who is recognized as one of the most influential and impactful senior aviators and cyber leaders within the United States Military.

During his 33 years of service, he held a variety of demanding command and staff positions. As Deputy Commander of United States Cyber Command — a Unified Combatant Command, he and the Commander answered directly to the President of the United States and the Secretary of Defense as the agents responsible for the planning and execution of global cyberspace operations responsible for defending the nation from a cyber-attack, defending the Defense Department’s information, networks, and weapons systems, and providing offensive cyber effects operations in support of Department objectives.

As Director of Operations, United States Cyber Command, he led the efforts to establish the U.S. government’s cyber policy framework, the delegation of cyber authorities across the Inter-Agency, the Department of Defense’s cyber strategy, and the execution of full spectrum, global cyberspace operations.

As Deputy Director of Global Operations, he worked for the Chairman of the Joint Chiefs of Staff, leading the Department’s efforts in regards to cyberspace, electronic warfare, space, information warfare, and all Special Access Programs/Special Technical Programs.

As Commander of the 57th Wing, he was responsible for the United States Air Force Weapons School (Top Gun), the United States Air Force Thunderbirds aerial demonstration team, the Air Force’s AggressorForce, the Advanced Maintenance and Munitions School, and the internationally recognized advanced training exercises Red Flag and Green Flag.

He held a variety of additional assignments, including command of two Fighter Wings, a combat Operations Group, and a fighter squadron. Lt. Gen Moore has over 3000 hours of flight time in 13 different aircraft and over 640 hours of combat time in the F-16. His extensive leadership, across the spectrum of competition/conflict, includes the cyber defense of the 2018/2020 U.S. elections, the response to the Solar Winds/Colonial Pipeline and Log4j compromises, DoD’s information/cyber support to Ukraine, and multiple other international crises. Additionally, he participated in Operations Southern Watch, Joint Forge, Iraqi Freedom, Inherent Resolve, and Enduring Freedom.

He earned his Bachelor of Science degree from the United States Air Force Academy, a Master’s of Human Resource Management from Troy State University, and a Master’s of Military Operational Art and Science from Air University. Additionally, he was a National Defense Fellow at the Weatherhead Center for International Affairs at Harvard University.
